Small Holders and Planning Project

Smallholders Land Planning Project (Projek Pekebun Kecil Terancang) – a joint venture project between the SLDB and the villagers to develop the alienated State lands through palm oil cultivation. It’s known as a new concept (Konsep Baru) that was introduced in 1997. Among the estates which are under this programme are

Dalit, Inandung and Dalit Laut Estate

Dalit can be regarded as one of the success stories in terms of modern economic and social agricultural achievements in Sabah. The distribution of quarterly dividend payment, and income opportunities in Dalit is seen as the biggest achievement by SLDB and the State towards the rural poor.

Sinua

The Sinua Estate is located on the foothill of the Trus Madi reserved forest (FMU-10). It was launched under the PII programme by SLDB or the ‘private investment initiative’. The project to develop the Sinua Estate is financed by respective investors and local partners, where a profit sharing applied on a 70:30 allocations. In the agreement, the SLDB is a trustee for the 30% share with the surroundings community.

Pandewan Scheme

The Pandewan scheme is located in the interior division of Sabah in the Pensiangan District launched by the Pendewan coordinator body. It was opened in 2009. The mandate to develop and manage the scheme was given to the SLDB purposely for the interest and benefit of the surrounding rural community.

Decentralised Smallholders Project

Decentralised Smallholders Project (Projek Pekebun Kecil Berkelompok) – a joint venture project between SLDB and the landowners to develop undeveloped land through oil palm cultivation. Among estates which are under this programme are:

Bingkor and Kandang Besar

The Bingkor scheme is located 10km from the Keningau town, the scheme is developed in parallel to another community palm oil project in Bingkor called ‘Kandang Besar’. This project is known as a target development in Keningau District where the community is being formed by clustered smallholders concentrated on idle land. It stretches from Mukim Bingkor in Keningau to a small area in Tenom District where palm oil has been cultivated since 1992.

Binakaan, Tinagalan and Bongawong Schemes

The Binakaan, Tinagalan and Bongawong schemes are a joint venture project between the SLDB and the community participants. The schemes were officially opened in 2004 with 210 participants, and 133 estate workers. The scheme was first initiated by SLDB involving 240 participants from Binakaan, Bayango and Susulat villages who agreed for their land to be developed with 7.5 percent management fees basis.

Nabawan

The main objective of the Nabawan scheme is to improve the living standard of the local people in Nabawan. This scheme was derived from the Malaysian agenda known as ‘Gerakan Desa Wawasan’ proposed during the Ninth Malaysia Plan with an objective to fully eradicate poverty from Malaysia by 2020. Legally the scheme includes an area under the status of commercial forest reserve (Class II) which is under the jurisdiction of the Sabah Forestry Department.
